The newly appointed Deputy Ombudsman for the Visayas, Hon. Paul Elmer Clemente, has approved the conduct of a preliminary investigation on the FIRST forfeiture case to be pursued by the anti-graft body. In a text message from the Office of the Ombudsman, I was informed that DO Clemente ordered that a forfeiture case be docketed against City Mayor Jed Patrick E. Mabilog after he found sufficient basis to proceed under Republic Act No. 1379 for unexplained wealth. DO Clemente also approved the filing of a formal charge for the criminal and administrative investigation against Mabilog over the sudden upsurge of his net worth in the 2013 Statement of Assets, Liabilities and Net Worth (SALN) on the basis of a complaint I filed last September 11, 2014. Among others, I pointed out to the Ombudsman that Mabilog has built a business empire in Iloilo City with the many businesses he set up to control business. This includes his ownership of One Esplanade in Barangay Tabucan, Mandurriao and the chain of Happy Haus Donut stalls in the public markets and terminals (see photos)
