The newsletter:The city council met October 7-the meeting was called to order by Mayor Ardene Cross- Councilpersons Vondracek, Caslavka, Pearson and Basemann were present. City clerk Kerri Kopriva and city maintenance man Mike Allsup were present. Dwayne Luze of Dysart was there to talk about the Tama Co. Economic Development Committee. He reminded the council that they need two representatives from Clutier. They will have to be appointed by the Clutier city council. If this is something you think you would be interested in contact a member of the council or the city clerk. There was a rather spirited discussion about missing keys to the city shed or garage-it seems the mayor is upset because she noticed one of the doors was open. During the discussion it was mentioned that there were holes in the walls that anyone could go through, so…………. Blake Pearson, Clutier fire chief was there to tell the council the fire department computer needed repair or replacement. Barb Basemann took the computer into Computer Innovations to be checked out. Sandi Kopriva, president of the library board brought the council up to date on her search for someone to repair the roof at the library. Several contractors she has contacted will not do a flat roof. She has several more to contact-Linda Pearson suggested another name. She also gave the councilmembers a copy of the yearly report of the library usage, expenses, etc. When the city hall was destroyed in the wind storm they moved into the library, at that time there was a verbal agreement that the city would reimburse the library for the use of the printer and the extra utilities. Sandi brought the request to the council last month for the reimbursement-the mayor requested copies of utility bills, etc. before the council could vote on paying. Sandi had copies of everything she had requested the council voted to pay half the utilities for the time city hall used the library and for the use of the printer. The gentleman that mows for the city was there requesting a contract for 3 years to continue mowing. He stated an increase of $5 for the park. The council had questions-how often did he mow-depends on the weather. Barb Basemann questioned the gas surcharge that he is charging the city-it was stated it had been agreed on by the council. She reiterated she had searched through the minutes and could not find where it had been voted on. There was discussion about buying a riding lawn mower and having the city maintenance man do the mowing. Arlene Vondracek moved to approve-the council voted on it-there were 2 for and 2 against. No action could be taken. The locked cabinet the city clerk requested months ago was on the agenda-the mayor said they would get back to it. Blake Pearson requested approval to have the fire station sprayed inside and out for bugs/spiders. Council voted to have this done. The Daisy/Girl Scouts have requested to use the community room at city hall for meetings. Council agreed. The city’s insurance company did an audit of the coverage-it was discovered that B&D does not have workman comp insurance. The insurance company requires the city to carry it for them until they can prove they have purchased it. The additional insurance for the fiscal year 2013 and 2014 will be an additional $2581.00. When B&D has a certificate of coverage the insurance company will reimburse part of this money. Going forward any company doing work for the city will be required to show proof of workman’s comp insurance. If is a company ran and operated by the owner they will sign a waiver. One resident was present to discuss purchasing a lot in the city cemetery. A time was set up to meet with the mayor and pick the location. Trick or Treat night will be from 5-7 on Thursday October 31. Cleanup day will be October 19-call the city clerk for tags for appliances. Again, FEMA information was requested-it was tabled. The fire department had no calls in September. It was decided that the hydrants need to be flushed regularly. Times should be set so it can be printed on the water bills. It was decided that it was too late to work on the ordinances. I left as they were getting ready to pay bills. Again a reminder to vote November 5th. The following council member are on the ballot-Gordon Fassett is running for mayor, Linda Pearson and Barb Basemann are running for reelection to the council. Blake Pearson, the current fire chief is also running for council. These folks have all had experience on the council-I have watched them fight to protect the volunteer fire departments fund from being mixed with city money, they have tried to get needed information about the use of FEMA money, in frustration they asked the state to do an audit of the city. These folks are interested in Clutier-they have proved that with their volunteerism and efforts on the council. Also on the ballot will be changing the library board from 9 members to 7. This is very important to make it easier for the library board to do business.
