The next Louisiana State Representative supporting HR 1830 Accelerating the End of Breast Cancer up for re-election is Cedric Richmond. Remember, this discussion should in no way be construed as support for Mr. Richmond but more of a way to inform you of his record. A) Working with the Senate: Mr. Richmond ranked among the lowest in this category. Mr. Richmond had 0 bills with a counterpoint in the Senate. B) Co-Sponsors: Mr. Richmond ranked among the lowest in this category with a mere 57 cosponsors for his legislation. Securing cosponsors is an important part of getting support for a bill, although having more cosponsors does not always mean a bill will get a vote. C) Missed Votes: Richmond missed 9.5% of votes (61 of 641 votes) in the 2013 legislative session - the 3rd highest among House Sophomores! D) Bills Introduced - Mr. Richmond introduced just 9 bills/resolutions in 2013. He ranked as one of the lowest among the Louisiana delegation. E) Bills Co-Sponsored: Richmond cosponsored 126 bills and resolutions introduced by other Members of Congress. Cosponsorship shows a willingness to work with others to advance policy goals. Here Mr. Richmond ranked among the lower 20% of the House F) Powerful Co-sponsors: Only 1 of Richmond’s bills and resolutions in 2013 had a cosponsor who was a chair or ranking member of a committee that the bill was referred to. Getting support from committee leaders on relevant committees is a crucial step in moving legislation forward. Mr. Richmond ranked among the lower 50% of the House. G) Laws Enacted: Richmond introduced 0 bills that became law in 2013. Keep in mind that it takes a law to repeal a law. Very few bills ever become law. Mr. Richmond ranked as one of the lowest in the House. H) Bills Out of Committee: Most bills and resolutions languish in committee without any action. Richmond introduced 0 bills and resolutions in 2013 that got a committee vote sending it to the floor for further consideration. Mr. Richmond ranked among the lowest members. J) Government Transparency: Richmond ranked among the lowest as supporting 12 of the Government Transparency bills - he supported 0. In a nutshell: After reviewing Mr. Richmonds 2013 Report Card - I am not convinced that he would be focused enough to get important legislation like HR 1830 pushed through to passage. Mr. Richmond needs to remember that working with a sponsor in the other chamber makes a bill more likely to be passed by both the House and Senate. He secured less 100 co-sponsors for legislation introduced. Mr. Richmond missed almost 10% of the votes taken in the House. It does not appear that he is willing to work outside of his party affiliation when it comes to different aspects and levels of legislation. Mr. Richmond also ranked among the lowest when it comes to leadership positions or having those in power supporting his legislation. Lastly, Mr. Richmond doesnt appear to support government transparency.
