The officer was being a dick.. if he felt assaulted he could have been like sir you just ran over my foot and I feel like you did it on purpose so ima have to arrest you.. but he did not have to do that at all to that paralyzed man.. even the other officers were trying to help him not fall so hard until the officer spoke and said you do not drive over my foot.. like really I believe it was an accident he can not look down he is paralyzed like wtf.. officers feel like they have an upper hand on everything and the other officers no matter if that is your partner or officer buddy should have said and took some actions against that officer who used excessive force on that paralyzed man...!
