The people of barangay calawisan can be assured that with the present barangay officials and workers, we will deliver the basic services that our people deserve. With the meager and limited income of the barangay, we will make it sure that all programs, projects and activities of the barangay fully comply with the usual accounting and auditing rules and regulations. and with the recent appointed Barangay Treasurer, appropriate internal controls should be installed to safeguard the funds, properties and monies under the custody of the barangay. . . I authored an ordinance creating the position of Property Custodian so that all barangay properties, documents and supplies shall properly safeguarded and all procurement processes shall be fully complied with. Property Custodian, being the function of the treasurer, is within the supervisory of the Treasurer and the Punong Barangay. Effective 2015, we will purchase CCTV Cameras to properly safeguard our barangay hall and its offices and its gym from any untoward events such as robbery, theft, embezzlement. Also, the collections of the barangay which is under the work of the Barangay Record Keep shall be monitored daily and all collections shall be supported with official receipts and deposited daily to the Land Bank and remitted to the City Treasurer for collections that accrue to the funds of the City. Also, all disbursements, as often said by these unscrupulous individuals, follow the usual accounting and auditing rules and regulations as cash program is properly prepared per quarter and Registry of Allotment and Commitment is prepared to properly monitor that appropriations for PS, MOOE and CO is strictly followed. Also, the Barangay has recently revised its Barangay Tax Ordinance effective Feb. 2, 2014 but was only implemented effective 2015 in lieu of the decision of the Sanggunian. The additional funds being raised by the said taxes, fees and charges shall accrue to the delivery of the basic services and facilities of the barangay. 1.) Social Services - I scrutinized on the 100 pesos fee collected per school children and strongly move for the removal of the same as when I was in DepEd, there is this program as Free Kindergarten For All Children. However, our Day Care Workers will receive double the salaries that have been appropriated to them last year. - 1 % of the IRA is allocated to our Senior Citizen for their various programs, projects and activities. . . It is declared a policy of the barangay to properly respond and support to the needs of our Elderly and formulate and implement programs for their social welfare. - 1 % of the IRA is allocated to our Persons With Disabilities for their various programs, projects and activities for the improvement of their social and economic condition. - 1 % of the IRA is allocated to our Kababayen-an for their livelihood and cooperatives development. The barangay will finance the establishment of the cooperatives for our unemployed mothers and by simple ways we can add on income to their household. - 1 % of the IRA is allocated to our Mananagat for their livelihood and cooperatives development. The barangay will finance the establishment of the cooperatives for our fishermen and provide a particular facility for the marketing of their produce. - 1 % of the IRA is allocated to our Tricycle and Trisikad Drivers for their livelihood and cooperatives development. the barangay will monitor, oversee and finance various programs, projects and activities that will provide additional income to our low-income earners Tricycle and Trisikad and to strengthen the regulation of the same. 2.) Environmental Services - The barangay has budgeted P 600,000 for the purchase of new Garbage Truck and 230,00 for the construction of the materials recovery facility. The Garbage fees collected by the barangay will be used for the solid waste management and garbage disposal and beautification of our barangay. Portion of the budget is also used to pay for our Clean and Green Workers including the safeguarding of our Marine Life (Mangroves and Kadagatan) 3.) Health and Nutrition Services - The barangay has planned to purchase service ambulance from the grant of loans and credits from Land Bank. ALso, to purchase new medical equipments and supplies in the health center. This year, The barangay has budgeted for the purchase of medicines and budget for the supplemental feeding program. The barangay has also raised per year the salaries of our barangay health workers without going above the salary ceiling prescribed by law. 4.) Peace and Order Services - The barangay has budgeted for the establishment of tanod outpost in the public land areas. ALso, our barangay police officers (tanods) will attend various seminars on law enforcement. The Barangay has also budgeted for the seminar of our Katarungang Pambarangay or Lupon for dispute resolution, mediation and arbitration and the rules of court for the Katarungang Pambarangay. 5.) Administrative and Legislative Services - The barangay has implemented the salary increase of our barangay officials to be at par with other barangays in the mainland island without going beyong the celining prescribed by Law. Right now, our barangay officials receive 14,470 gross monthly including barangay secretary and treasurer which is even below compared to the neighboring barangays Babag and Canjulao. Also, various rennovations and improvements shall be made in the Calawisan Barangay Hall Offices and the Calawisan Sports Center. 6.) Sangguniang Kabataan ( 10% ) - The barangay in direct compliance with the law utilize these funds for the youth and sports development of the barangay. Calamity Fund ( 5%) - The barangay has prepared the Disaster Risk Preparedness Plan to immediately respond to disasters and calamities with the budget properly accessible to the same. 8.) Development Fund (20%) Launching of the Calawisan Branding: DISCOVER CALAWISAN! Investments, Opportunities, Residences THE RISING BARANGAY Various programs for Infrastructure, and socio - economic has been planned and drafted under the Barangay 10-year Development Plan prepared by yours Truly in direct partnership with the City Government of Lapu-Lapu, Congressional Office of Lapu-Lapu, National Government Agencies, Government Owned and Controlled Corporations, Non-Government Organizations and Peoples Orgarnizations, Individuals and Private Entities. Among which includes: 1.) Cementing of the Calawisan Barangay Road - partially implemented (thru the Office of Cong. Ailene Radaza) 2.) Repairs and Improvement of Calawisan Gymnasium - partially implemented (thru the Cong. office of Ailene Radaza) 3.) Construction of Multi-purpose and Livelihood Building - on - process (Office of the City Mayor) 4.) Solid Waste Management, Garbage Disposal and Beautification - Barangay Funds under the Development Fund 5.) Resettlement of squatters - Barangay Funds under the Development Fund 6.) Livestock Dispersal - Barangay Funds under the Development Fund 7.) Establishment of Cooperatives - Kababayen-an, Mananagat, Drivers, Senior Citizens (Baranay Funds under the Development Fund) 8.) Purchase of Lot and Establishment of Barangay Market - on-process (Barangay Funds under LBP Loans and Credits) 9.) Asphalting of Local Sitio Roads (Barangay Funds under LBP Loans and Credits ) 10.) Construction/Maintenace/Repair of public buildings, and local roads and bridges (Barangay Funds under Development Fund) 11.) Street Lighting and Construction of water systems - Barangay Funds under Development Funds 12.) Establishment of Kalawisan High School - DepEd and City Government of Lapu-Lapu 13.)
