The phrase failure to comply with commands is ominous, and like the mention of a waistband, its become a fairly predictable part of the rhetoric of OI shootings. The wording could of course be part of a narrative explaining how things escalated; if the command was drop the gun, yes, failure to comply would warrant some serious force. But just by itself, it implies all kinds of norms and assumptions that dont belong anywhere but a police state. If we dont want to live in a country where you need to expect to be given commands by police and killed for failure to do whatever, and instantly, then we need to reject that norm. Do whatever they tell you to is prudent advice in a given situation, but as a policy, it necessarily means living on your knees.
