The poor performances of the former Ministers of the Government of South Sudan is the initial SPLM/A Philosophy and mobilization of the Human resources to fight the 22 years of civil war with Jallaba; and winning the opinion of the South Sudanese majority to join and support the Party; and hence, more fund were allocated to salaries while forgetting essentials Service delivery to the People. The former ministers are accountable for sourcing external Health Services, Education facility and residential facilities to themselves and families outside the country with very little available resources in their Ministerial Annual Budget. The New Cabinet has to be warned on the facts on ground though, environmental fittest like Barnaba Marial, Nunu Jemma, Stephen Dhieu, Recovered Minister Awut are their as witnesses.
