The present scheme for legislators to legislate projects before getting funds from the DBM is quite okay. But then will they ever have time to deliberate on bills and future Republic Acts? Knowing how they love projects. I still believe funds should be in the executive. At least there is only one or one group or branch that could be scrutinized and checked rather than hundreds in legislature each having greasy pork in their hands and will all be washing hands like Judas under the guise of parliamentary immunity.
