The president of the health insurance industrys big PR and lobbying group said last week that the Affordable Care Act was the only reason a person would receive notice of his or her changing coverage. But as health care columnist Wendell Potter tells us in his column this week, thats not exactly true. Long before lawmakers passed ACA, insurers were switching plans around on policyholders — most likely as part of an effort to gradually shifting more and more medical costs onto consumers through high-deductible plans. Perhaps ironically, Potter himself received notice of his employer-subsidized insurance switching to a high-deductible plan years ago — his employer at the time was Cigna.
