The president’s SONA has stopped blaming the past regime for social problems and correctly pointed out the difficult and complex structural solutions required. However, he stopped short of spelling out the integrated solution he may have in mind. Thus, one is left to interpret his actions. The speech reflects his own approach to governance: remove corruption, make the system work, and the rest will fall into place. -Ramon Casiple
