The problem here Randy is that most people in this country do not really understand the proper role of those they elect to public office. You have to understand that a great number of our people are uneducated and are therefor clueless about the political process. Ive been a legislator myself. But, nonetheless, people demand from me practical projects and programs to ease their local concerns. Never have I been asked about the laws that we ought to pass in congress to make their lives better. Actually, theres a separate process for identifying projects and programs in local communities. This is through the local development councils the end of which is the national budget. In this regard the role of the legislator is to make sure that these projects and programs are funded. The practice of legislator providing the funds themselves for specific projects and programs is an anomaly. This anomaly has be accommodated through the pork barrel. The solution to this problem therefore is to educate people about the dynamics of governance. For instance, as a legislator Ive fought well to make agrarian reform a reality. But my constituents have not appreciated this though theyre now benefiting tremendously from this. They would rather see that I facilitate the release of funds for a school building. You see those involved in the pork scam are not entirely stupid. Theyre just playing the game. Why is this so? This is because the kickback that they get from these projects will be used for buying votes which voters in this country also have come to expect. Actually Matuwid na Daan shouldve corrected this. Apparently, P-Noy has had no concrete idea of what Matuwid na Daan ought to be. It shouldve meant correcting the irrational dynamics of our political system and impressing upon people that this is what they should expect from government. I hope he gets around to it over the next three years.
