The problem is not only the top bureaucracy but the policy narratives , starting from the top , get distorted and reinterpreted maliciously . The stimulus or regulation , both are to be done by govt , sector wise. The tax driven stimulus or infrastructure facilitated stimulus or environmental regulations etc based facilitations , are key to do businesses in india. The level playing field to all business men is must . I will cite one example . There are certain industries in UP who have some concessional rate electricity charges by govt. Now the clever manufacturer puts one such unit in the front to show while at the back with connivance of street bureaucrats , diverts that concessional electric connection to other manufacturing units. Thus the input costs of that business man and fair practicing business man will not be based on even grounds. The role of govt is actually transformed by our bureaucracy in to action. So the entire entrepreneurial eco system remains at the mercy of govt which finally rests with babus or street bureaucrats . If we start counting regulatory mechanisms and tools , it will be mind boggling . There are so many laws, rules, policies, circulars, notifications , court judgements and customised and corrupted narratives in the mind of institutional or state actors that they can bring any entrepreneur to the grinding halt. The big corporate players are able to contain such nose wind regulations due to their proximities with higher ups but middle or micro entrepreneurs succumb to this nose wind while some may succeed in converting these regulation based hurdles as tail wind by hook or crook. The fair entrepreneurial eco system generates spontaneous spurt of economic activities while otherwise there remains despair and fence sitting discouraging new starters . A bureaucrat and moreover a street bureaucrat, can stop a train on any station just for three hundred rupees while the same thing may not be possible by the rail minister without taking the policy decisions. I mean the street bureaucrats relishes the paradise of over regulations. The credit regime too being sluggish and rule book adherence in honest matters and total violations in corruption driven issues , do not sound good financial Eco system . Who is responsible for that. Of course the street bureaucrats of banks. If the power sector investments are not appropriate and there is a power deficit economy , how do the manufacturing activities will thrive, when running of generators will invite environmental activists are pollution control officers. The noise pollution act if implemented by a bureaucrat, can stop all industries. The decibel level mentioned is so less that our offices violate those norms what to say of manufacturing centres. I mean the bureaucrats being eloquent , smart and anonymous , enjoy the best of both without owning the responsibilities while political actors pay the price due to short tenures and being helpless before the street bureaucrats having their own narratives or rule by book approaches. Here lies the mystery and success story of india ,if diagnosed and cured to the best interest of country.
