The proper term is a Hudna, a strategic cease-fire to recoup and re-arm. It references the series of wars by early Moslems against the pagan and Jewish the tribes of Medina and Mecca, and the Jewish Kheybar, around 636-638. The use of ten-years, in Israel hopes for a peace of ten-years, references other Islamic texts. The belief is that the maximum amount of time two nations can live side by side in peace is roughly ten years. Also, Islam through the example of Mohammed and the early wars, gives Muslims permission to make Hudna and then strike when the enemy has disarmed.
