The reason of my concern as expressed in the morning 11.45 AM Post before Union Ministry in the matter of non-inclusion of CPSs (Captive Power Stations) in the group of Power Sector for online e-auction of Coal Blocks can be referred at clause no. 4.49 of my draft public interest application perused before appropriate authorities & Honble HC Odisha & SC of India as follows: 4.49 That the Executive Summary of Power Sector for the month of June-2014 of Central Electricity Authority (CEA) functioning under the administrative control of Union Ministry of Power, Govt. of India reveals the scene of power generation, net generation tariff, Plant Load Factor, coal consumption, installed capacity, average & peak demand & peak met & Sell of Power of the States of union of India region-wise. Some relevant data & information have been extracted from above executive summary report of CEA and attached herewith marked as Annexure-32, wherein 9 (nine) annexure from Annexure-32.1 to Annexure-32.9 in aforesaid subjects find place. Annexure-32.1 reveals the front page of said Summary report. In the above executive summary of CEA, the power generation & consumption of captive generating plants (CGPs) & the Industries thereof of the States of Union of India neither been considered nor been reported for which it is very much difficult to find a sustainable power policy for the federation of union of India. The non-inclusion of CGPs & the Industries thereof in the report of CEA contradicts the visions & mandates emphasized in the National Action Plan on Climate Change of Prime Minister’s Council on Climate Change of Govt. of India because in the aforesaid action plan the high vulnerability of power sector in climate change has been presented in various ways & recommendations have been made to dissuade fossil firing fuel in generation of power. The emission of Green House Gas (GHG) is stated very much harmful for lives and agricultural productivity in the said action plan on climate change, wherein it is stated that power sector contributes most @ 60% to the GHG emission. The Odisha Climate Change Action plan states that power sector contributes @ 68% to the total GHG emission which establishes the high vulnerability of the Sector to climate change needs kind attention & necessary actions.
