The reason the Speaker of the House cant bring the Senate bill to the floor to be voted on by (likely) a majority of Democrats and a minority of Republicans is because he literally cant: just before the shutdown started, the House rules were changed so only Eric Cantor (the Republican House Majority leader) or is designee is allowed to bring the Senate version of the legislation to the floor. Normally, any House member may bring up such legislation for a vote, but they literally changed the rules in the middle of a session to pick this fight. Unorthodox. Unbelievable. And totally planned from the start.
