The recent attack on a mall in Kenya by the al-Shabaab militia is a worrying sign for the region. So far al-Shabaab has been a militant Islamist group fighting for influence in Somalia. But as the as al-Sahbaab has been pushed back by international troops, including troops from Kenya, the militia has changed its strategy to asymmetrical warfare. In other words, al-Shabaab is no longer just nominally attached to al-Qaeda, but has begun operating as a terrorist network. This bears potential for instability for the whole region. If al-Shabaab continues to carry out terrorist attacks against foreign countries operating in Somalia, Burundi and Uganda could be affected too. And if the Somalian civil war starts to cross borders due to terrorist activities, neighbors such as Ethiopia will get involved. At this point, negotiations with al-Shabaab should be considered in order to safeguard stability in East Africa.
