The recent decision of the Supreme Court ruling the DAP unconstitutional only fortified my suspicion that the justices of the Supreme Court rely completely on the letters of the law to determine an action they would take rather than challenge the applicability of conventional wisdom in making their decisions. Let it be noted that the last amendment to the Philippine Constitution was done in 1987 or 27 years ago. Since that time, a lot many changes in the circumstances obtaining in the country have occurred rendering some provisions thereof no longer practicable. Conscious of his responsibility to the nation and people, President Aquino and his staff created the DAP precisely to remedy urgent and pressing needs of the nation, which otherwise would not be achieved under the current constitution. For instance, accelerating spending to rebound falling economy, feeding empty stomachs in order to energize them to produce, providing lacking infrastructures where there is none to increase the movement of commerce, acquiring necessary tools and equipment to forecast calamities, and many others. If what the Aquino Administration accomplished was unconstitutional, what then shall we consider an executive department that clings to the constitution unmindful of the woes befalling the country, let the economy drop beyond recovery, starve people to death, let children grow illiterate because they have no school to go to, let agricultural produce rot in the fields because there are no roads to bring them to markets, let many lives be lost in calamities because there are no equipment to detect them, let crimes and terrorism proliferate because we have no modern arms to match theirs, and let what will be will be?
