The regional planning fallacy. Plan Melbourne great for rural Victoria..... er, no. A Plan of itself cannot achieve anything, certainly not rural population growth. Over 80% of population growth in regional Vic occurs within 90 minutes of Melbourne. For very obvious reasons. Remote and rural reas are losing young people to the city, and retirees and consultants and other telecommuters like/need to be near the action. This cycle will continue whatever any govt planning agency in Melbourne says. Artificial urban growth boundaries sadly favoured by pollies of all stripes only inflate housing prices in the city. See Bob Day in Turning Right or Left (forthcoming). Planners love controlling things and pretending that what they put in plans will actually happen. The future will actually make its own arrangements.
