The sacrifice of our Tanzanian and Congolese brothers should not be in vain! M23 and any negative force in the Congo should be neutralized, disarmed and dismantled. The government of the Congo, MONUSCO and other special envoys should request that the UN Security Council votes a resolution that creates the International Special Criminal Court for the Congo. Only Justice will break down the vicious cycle of war crimes, genocide and crimes against Humanity in the Congo… The Congolese government should request direct talks with the governments of Rwanda and Uganda to discuss how MONUSCO will use all necessary means to enforce the surveillance of the Congolese border with Rwanda and Uganda in implementing the Peace Framework Agreement from Addis Ababa… Such talks should be held in Addis-Ababa or in Dodoma… No more in Kampala… The UN and US envoy missions should now support the process of internal political transitions both in Rwanda and the Congo in ensuring a peaceful rebuilding in the region…
