The salient traits of Muhammad Farooq Awan’s career is his start from the grass root level. Very rare police officers of this cadre have had such an elevation. He is only police officer in the history of Pakistan who has been regarded top gallantry/bravery award of Hilal-i-Shujaat and Sitar-i-Shujaat both in recognition of his exceptional performance. However, the rise of Muhammad Farooq Awan did not take place at once nor is it attributable to any undue favouritism. There is a history of struggle and hard-work behind every success, which made him a meritorious consideration for promotions and rewards. His achievements in the career are truly the consequence of his invaluable attributes and endeavors – untainted sincerity to departmental objectives, exalted professionalism, absolute impartiality and impervious commitment. Thirty-one years of police career of Muhammad Farooq Awan decorated with top gallantry medals and resolve various high profile cases comprises following tenures: • Assistant Sub-Inspector • Sub-Inspector • Inspector • Deputy Superintendent of Police • Superintendent of Police • Senior Superintendent of Police in Grade 19 Assistant Sub-Inspector (1982-1984) After starting career as an Assistant Sub-Inspector, Muhammad Farooq Awan worked as such for two years before the accelerated promotion as Sub-Inspector, which was a reward of his All Round Position in the basic training. Sub-Inspector (1984-1990) On 25-03-1984, Muhammad Farooq Awan was promoted as Sub-Inspector. In this capacity, he completed his promotion course in 1987 and again stood all round first among 101 coursemade from all over Pakistan at PTC Sihala. During his carrer he served at various police stations as Station House Officer (SHO). In 1988 he was designated as Station House Officer of Civil Lines Police Station, Karachi, following a relaxation in the five years’ compulsory service as Sub-Inspector rule. In 1989, he was tasked demarcation of Clifton Police Station area in connection with the creation of a new police station named Darakhshan of which he became the first SHO Inspector (1990-1998) In 1990, while serving as SHO Frere Police Station, Karachi he was promoted as Inspector. As Inspector/SHO, he served at Darakhshan, Clifton, Defence, Risala, Clifton, New Town, Shah Faisal Colony, Frere, Chakiwara, Mehmoodabad and Mithadar . Deputy Superintendent of Police (1998-2002) In appreciation of the apprehension of terrorists involved in the killing of Iranian Engineers, on 09-07-1998, Muhammad Farooq Awan was promoted as Deputy Superintendent of Police. In this capacity, he served on the following positions: . Sub-Divisional Police Officer, Mehmoodabad, Karachi . Sub-Divisional Police Officer, Clifton, Karachi . Deputy Superintendent of Police, Sindh Reserve Police, Sukkur . Deputy Superintendent of Police, Anti Terrorism Wing Sindh Karachi/Crime Branch, Sindh Karachi. . Deputy Superintendent of Police, Anti Terrorism Wing, Crime Investigation Department, Sindh Superintendent of Police (2002-2007) In recognition of his gallantry performance during the arrest of one of the most wanted sectarian terrorists in Pakistan, on 27-02-2002, Muhammad Farooq Awan received promotion as Superintendent of Police. In three years from promotion, he was entrusted with different assignments, however, within the framework of campaign against terrorism and organized crime including, kidnapping for ransom and high profile killings. The positions he served include as follows: - • Superintendent of Police, Crime Investigation Department, Sindh • Senior Superintendent of Police, Anti Terrorism Wing, Karachi • Senior Superintendent of Police, Anti Violent Crime Cell, Karachi Senior Superintendent of Police in Grade 19 (2007 - To date) During the period between 2002 and 2007, Muhammad Farooq Awan busted a number of terrorist, kidnapping and gangs involves in high profile terrorist and criminal activities. Keeping in view of extra ordinary achievements He was promoted to Grade 19 ivements gangs. These include terrorists involved in suicidal attack on Allama Hassan Turabi, Marriott Hotel Blast, Killing of Liaquat Hussain Vice President National Bank of Pakistan & Protocol Officer to Prime Minister of Pakistan and notorious kidnappers, such as Nihal Talani. In appreciation of these extra-ordinary achievements, Chief Minster of Sindh awarded him promotion to Grade 19 under Sindh Civil Servants Act 1973. After move-over to Grade 19, Muhammad Farooq Awan served on the following positions: . Senior Superintendent of Police, Anti Violent Crime Cell, Karachi . Senior Superintendent of Police, Investigation East Karachi . Senior Superintendent of Police, Crime Branch Karachi . Senior Superintendent of Police, Special Investigation Unit/CIA Karachi In year 2002, Mr. Farooq Awan remarkably rendered his services particularly against those criminals who were involved in terrorist activities and sectarian killings, apart from detained many high profile criminals he also apprehended a most wanted sectarian terrorist. In recognition of Mr. Farooq Awan’s exceptional performance Government of Sind, intend to grant him accelerated promotion, but unfortunately at that time there was no law exist to entertain such promotions. However, Sind Cabinet has decided for those officers who exhibit to the act of gallantry beyond the call of duty to be promoted out of turn, subsequently the law was introduced as Section 9A in Civil Service Act 1973. Under the said act, Mr. Farooq Awan granted out of turn promotions and many other deserving and non deserving officers were also promoted, which later challenge in the Honourable Supreme Court of Pakistan and ultimately the judgment has announced by the said court on 10-07-2013 and finally withdrawn all out of turn promotions. In pursuance, the orders of Honourable Court the accelerated promotions granted to Mr. Farooq Awan were also withdrawn. Meanwhile by the grace of almighty Allah he has been promoted again on seniority cum fitness basis through DPC (Departmental Promotion Committee) on 14-10-2013
