Otherwise each change in event will lead to head scratching and confusion. Better to have a plan that unfolds regardless of the day-to-day events on the ground, especially in case of ISIS and Ukraine. Not in reaction to events. Not changing tactics based on a defeat here and there. Systematic, steady, unrelenting pressure is key.
