The state of the train: Council has finally come to a final agreement as a board. Hi Brian, Thanks again for taking the time to meet with me yesterday. After a detailed review of the revised proposal, the City Council is supportive of the 24 month delay in the start of the Track Maintenance Fees, but the annual cap must be increased to $6,000 for years 2017 and 2018 (as outlined in the attached contract summary). The City Council does not agree to omit Thomas event tickets from the per ticket sold fee. The Council is supportive of extending the agreement to 2022. Please note that the estimated cost per rider (based on 50,000 riders per year) for each of the first 2 years of the proposed contract is $0.49 per rider. The cost per rider beginning in 2017 increases to $0.61 per rider. The City Council does not want to link any decision of the Harmon Civic Trust regarding the granting of authority to charge an admission fee to Runyan Field to any elements of the proposed Rail Contract. The City has no objections to the Civic Trust allowing LM&M to charge an admission fee, but the City Council will take no action that would result in placing the Civic Trust in a position where their decision on this matter impacts the outcome of the contract negotiations between the City and LM&M. The City Council asked me to share with LM&M that the City’s position regarding the per ticket fee and the Track Maintenance fee cap, as outlined in the attached contract summary, is their final position. If this proposal is not acceptable to LM&M, then negotiations will be considered concluded and the contract will be allowed to expire on 31 Dec. Again, thank you for meeting with me.
