Its not easy to do any development in FATA. 2002 Dam construction started. 2004 Two chinese engineers were killed by Local Taliban. 2007 work was given to Army for security reasons 2012 construction of main dam was completed,canals were still being built. 2012 , 7 workers were kidnapped,one killed and the rest were kept in captivity for a whole year then released. 2015 Irrigation canals were fully operational. 12 Billion Rs, 13 years of hard work and loss of many lives for such a small project?
