The talk of sanctions is rational choice theory par excellence: to modify the incentives of an actor so as to change his strategy. It is not to be forgotten, however, that policy can never be divorced from politics, and the very fact that actor A is acting to manipulate actor Bs strategies inevitably changes the structure of power relations between them. And the more equal A and B were originally, the stronger the connotation of A trying to subdue B is. Therefore, the US imposing sanctions on Russia is an act of aggression to a much greater degree than Russia sending troops to the territory of a country the state capacity of which is, at best, questionable.
