The term outbreak and epidemic are now used very loosely. There was an outbreak of measles years ago in a suburb of Washington DC. Number of cases=1. Yes, just one (1) case. Because the health department deemed measles eradicated, just one case constituted an outbreak. So, when you hear the terms outbreak or epidemic in relation to vaccines, look at the numbers first before created widespread panic.
