The text of the complaint animal protection organization "Whale and Dolphin Protection Forum (WDSF)" to the European Commission under the adopted law of the EU country Romania to the thousand-fold killing of stray dogs: Ladies and Gentlemen, we complain recognized as charitable animal welfare organization in Germany against the implementation of the national law already adopted and the euthanasia of stray dogs in Romania. The European Commission statement said: "For the European Commission the animal protection begins with the recognition of animals as sentient beings general objective of the Community rules on animal welfare legislation on animals to avoid unnecessary pain and suffering,. ..." Dog are undoubtedly "sentient beings". The capture of the dogs and the subsequent mass killing of thousands of stray dogs is therefore illegitimate. Alternatively, the dogs to avoid suffering and pain should be neutered and placed in the custody of state or local animal shelters. The mass killing does not correspond to European principles for the EU country Romania. We call on the EU competent authorities to immediately intervene and to invite Romania, the enforcement of the national law concerning the killings etc. of dogs to a European decision, we also hereby apply to defer, because there is danger in delay by law enforcement and infringement of European animal welfare legislation. The new Romanian law stipulates that municipalities trapped dogs only have to provide 14 days in shelters, and they can then put to sleep. Although there is not an obligation to kill, the dogs, the municipalities may continue to supply if their animal shelters have capacities. It is also envisaged that the dogs may be killed only with methods that do not torture animals. Nevertheless, there is in principle the legitimacy to euthanize the dogs. Romania should be obliged to provide the capacity and financial center which will allow the principle that no healthy dog should be euthanized. We kindly ask you to confirm our complaint and information about the future course of action by the competent European institutions.
