The thing is, I can recall running up on what we called road blocks way back in the fifties. I know. I was fifteen, no D L, my boyfriend was in the drivers seat, I was driving his car. We got in trouble....especially because the officer saw two dumb kids trying to switch places when we spotted him. Im not trying to make light of what can turn into some serious constitutional problems but I do know that this had been considered innocuous for a very long time. What say you??
