The two Democratic hopefuls for state representative in the 74th District differ on whether West Chester University should be allowed to leave the state’s higher education system. Caln Commissioner Josh Young is opposed while Downingtown Mayor Josh Maxwell hopes the suggestion opens up a larger discussion on education in Pennsylvania. Maxwell said he has not come to a final a position on the issue.
