From the ASBA email update (03/10/14): HB 2291 (empowerment scholarships accounts; expansion) was retained in House Committee of the Whole (COW). This bill, with the likely the Rep. Lesko floor amendment, would expand the Empowerment Scholarship Accounts (ESAs) by eliminating the first responder language and making it apply to all Title I schools. ASBA is strongly opposed to this expansion on three grounds: lack of accountability, pending litigation about the constitutionality of this program, and the choice of investing in public or private schools.
