The waiver decision doesn’t dictate how Oklahoma spends state and local funds on schools; it affects how Oklahoma spends federal money on public schools. If Oklahoma officials truly want to avoid federal intrusion and red tape, there’s a simple solution: Refuse to accept federal money. Don’t hold your breath waiting for any state politician to tout that “tool,” even though participation in many federal programs is voluntary. The school system is too reliant on associated federal cash-- Oklahoma schools relied on more than $700 million in federal funds during the 2013 budget year.
