“Their (DFA) further admission that the US facility was “constructed recently” in Camp Navarro Zamboanga last August but that in Camp Sionco in Cotabato was built “in 2004 or thereabouts” only show that these facilities are not temporary in nature. This is a complete violation of the Constitutional prohibition on the entry of foreign military “facilities” in the country especially they are no longer within the ambit even of the Visiting Forces Agreement"
