There are Re-burning systems with electronic ionizer filtration of smoke that will capture soot and power plant exhaust carbon elements. Yes it is expensive to install this equipment and piping to the coal fired plants to reduce emissions. Much like a large scale catalytic converter on cars this control system will capture 98% of current Power Plant exhaust and release a clean air vapor and only 2% smoke. The only argument against this process is the COST to the provider. There is a long term solution which has not been deliberated at this time that would spread the cost over 200 to 300 years depending on the life span of the "Designed & Built" system.
