There are actually three things that the state can do to improve education. First, do not begin a new "reform" or "program." Second, require better alternative education programs. (This will offer an alternative to students who are so far behind that they only come to disrupt class and meet [younger] girls. Give these students the help they need and allow those left in regular classrooms to teach. If they refuse to learn, then just do the best you can for them.) Three, pay teachers more money. (More money will, over time, improve the quality of teachers in the classroom.)
