There are generally two views that are taken up on the issue of sanctions: 1. Sanctions never work! [Insert fake Bastiat quote here.] 2. According to empirical evidence, sanctions do work sometimes, and have been more effective under certain conditions than others. As you may know by my previous harping, Im a proponent of the second view. Its one thing to have a subjective take on the proper goals of foreign policy; its another thing to be oblivious to research about the efficacy of sanctions and insist on something that isnt true. Daniel Drezner, who has extensively studied sanctions, wrote an excellent WP op-ed here about the issue.
