There are many interesting, impactful bills before House committees today... The House Economic Development … Committee will be meeting will consider HB 299, to allow the sale and consumption of beer, wine and liquor at movie theaters. The committee will also look at HB 318, which would double “the research and development tax credit available to smaller businesses.” House Bill 308 is before the Housing and Community Affairs Committee. The bill seeks to create the Office of the Common Interest Community Ombudsman to aid homeowners associations formed to manage facilities and infrastructure serving their communities. The committee will also consider HS 1 for HB 297 that would clarify when an animal control constable or dog warden may impound a dog that is suspected of being dangerous or potentially dangerous. The Public Safety & Homeland Security Committee will look at HB 315, which would impose a $10 fee on all traffic violations in Delaware to help offset increased costs of volunteer ambulance companies that have had to hire EMT to meet previously enacted state mandates. The committee will also consider a bill (HB 316) requiring each county to contribute a minimum of 15% of the total countywide cost of basic life support services provided by volunteer ambulance companies within each county. The House Labor Committee will consider HB 287, that would eliminate the method the state currently uses to set prevailing wage rates, replacing it with the rates set by unionized workers in their collective bargaining agreements in each county. All state construction (including roads and schools) must pay prevailing wage rates. Committee Chairman Mike Mulrooney is the lead sponsor of the bill and is a unionized electrician (IBEW Local #313).
