It also fails to analyze how the parents income relates to the amount spent by parents - an average isnt meaningful when costs are averaged within all income brackets. The lowest income families are unable to spend on their child which skews the high costs often borne by middle class families. Furthermore, many districts arent fulfilling their legal mandate to provide FAPE to ASD students - they are pushing it forward to taxpayers who will pay for the students lifetime costs.
