There are only three intercontinental data cables from South America to the rest of the world that do NOT touch the USA at some point. Whether or not the USAs NSA taps them is unknown, but you can be sure that the ones that touch the USA also touch the NSA. This does mean that almost all voice and internet communications going out of South America to the world can easily be scooped right up by the NSA. Some expats, travelers, immigrants, have concerns about privacy and government surveillance. Of course, in Uruguay, the government owns the phone company. Im connected via UY-owned Antel on the fiber-optic-to-home service right now (a free upgrade yesterday from DSL). Yet I think it is more likely that the USA government is breaking in than the Uruguay government is tapping in. Given this post is public, guys, save the effort!
