There is a house Brett and I drive past everyday that always has their dogs outside! We have lived in this area for over a year and have only seen them inside twice. Well today I saw one that looked like it was heavily panting and I couldnt see if there was water available or not. I have tried to call animal control but keep getting the busy signal. Will they even do anything? Is there a law against keeping your dogs outside during an excessive heat warning?
