There is a huge disconnect between the stated intentions of a law and its actual effects. When judging legislation and government policy, focus not on what it sets out to do, but how it actually ends up impacting those affected by it. Too often, we act as if laws always perfectly achieve their stated aims, when most often this is far from the case. This is not however to deny that there may be more nefarious intentions behind any given law, which can be revealed by examining who it impacts and how.
