There is a negative correlation between how civilized a society is and how much should one think of possible consequences of being misunderstood. For this definition, the more civilized the society is, the more of mind your own business, be the boss of your own ego and emotions attitude is observed there. As an example of applying the above definition, running gay pride events or hosting motions for open carry totally qualifies for civilized, while being scared of openly supporting either is a strong sign for uncivilized. Most of the the USA is thus rather civilized. It would be near perfect in this regard if only we could scale this attitude to cover all the -ism-s. And the list of most civilized cultures in the world would likely have Switzerland, Singapore, Iceland and New Zealand among the tops.
