There is a prevailing culture in PR that you can only speak of reform when you are in a position to implement it. Till then, you have permission to be a duffer like those who think so were once. Here is an extract from a paper regarding reform in PR. Many would prefer a set of solutions. This paper tries to prove that till now we have asked the wrong questions which is why we have failed in reform and attempts to improve PR. It might be a little heavy for the layman, but I am sure someone with a connection with PR might find it interesting.
