There is an economic rational to whether or not to prosecute someone, there is also common sense as to whether or not we need to prosecute someone that is blatantly guilty and should be executed on the spot. Maybe the person to blame for these extravagant costs is the officer that inaccurately shot him in the first place. Here in the Pacific NW our officers are taught to shoot-to-kill if they have to fire upon someone with their firearm, otherwise they use none-lethal means. If Hasan was properly labeled as a terrorist, we would not be wasting our Tax Dollars on prosecuting him through our judicial system.
