There is lot of discussions about how stupid was Nikita Khrischev sending Crimea from Russian Federation to Ukrainian SSR. Not sure, because he was really pragmatic leader, not always easy to understood but always staying in line of practical things. Main problem of Crimea was always water supply. Changing the jurisdiction of Crimea from Russian to Ukrainian and building the infrastructural connections with Ukraine - power lines, water and gas supply, roads and railroads made Crimea developing in non-military areas - tourism, agriculture (especially grapes and winery) Being in same jurisdiction with supplier will always made these processes more easy and faster. After moving back Crimea to Russia its will take dozen years and billions of investment to build the similar connections with Russia. (also need to remember - in Krasnodar they dont such powerful water supply to direct it to Crimea) First, they should forget about winery - this require the special condition on weather (weather will still same :)) and water supply (this will gone) Water supply from other country even if this country in very friendly to you, is very difficult and not always stable, but for situation where is Crimea now - water supply will be not stable - all contracts will be cancelled and new will be with absolutely prices and conditions . Only way to keep everything working - continue their (Russians) invasion to Ukrainian mainland. But I believe it will cause very strong resistance in Ukraine and in Europe. (Russia also just forgot for now, thats maybe bring to life their own problems with China (Far East / Eastern Siberia) and with Japan (Kurils Islands). If they (Russia) will appeal to world community - they will receive only silence in result. Second - tourism, I think is there not many people who want to spend his vacation closer to tanks and armed soldiers... only few loving extreme maybe will come, maybe not. Only reason to use sea ports in Crimea if shipment demanded on mainland, if no - ports going to not in use anymore. Or very low usage. This good ports in Turkey and Romania and Bulgaria. Russia prepared to Crimea something between Chechnya and Abkhasia (maybe they will give money at least in beginning) and they will use entire Crimea as growing military base as future bridge for his military operations. I think Moldova will taste next the new Russian friendship. All these things will bring instability into entire regions, there is absolutely logically if NATO will build more military bases in Georgia, Romania and Turkey to have proportional presence and ability to protect their interests in Europe. ... I have my own experience traveling to Transnistria - they still frozen in 1989-1992 years, with all attributes of USSR, road police on military vehicles and taking lot of money from drivers - just cheating them. This future is prepared to Crimea by high guys from Moscow, but they will never tell this clearly. ... Why Russian will never become rich? because their leader will always use their money for protecting the virtual interests in other places than in Russia.
