There is no doubt General kayihuras team is trying hard with the meager resources and living conditions they and their families are relegated to. The argument is not about the Good, which a common patrolman paid to be on the beat is performing diligently like stopping day light pick pockets and in some instances the catching of night thieves or controlling traffic - we are all appreciative of such duties being fulfilled. Our common concern, is realized in the recent recordings of what sounds like our Police Chief, using his office to coerce and create false witnesses against his political enemies or rivals to win favor with the President-that is an office impropriety and a crime in itself worthy of resignation. We are obviously concerned about the direction of the Police force in Uganda which falsely arrests and undresses individuals in their custody. We are worried about the lack of tolerance of any assembling of the opposition leaders and the constant harassment and targeting of politicians-who are put under house arrest based on the mood of the commander in chief and indeed the whim of General Kayihuras team. Ugandans are concerned about the extreme Militarization and obsession of the Police to repress political dissent in the country-to the neglect of sophisticated community Policing and investigations that are so vital to society. Under the leadership of General kayihura,Ugandan Police is clearly showing bias in the way they rough up citizens opposed to the Executive. The use of tear gas in relatively calm crowds is contested by many Ugandans and perceived as hardly a good way to build community relationships. We are also worried about the living conditions of the Police force -the sharing of quarters by families helping to keep law and order, it speaks big of the leadership and what they have prioritized as officers who care about their front line troops. We would like to see a Police force freed from the jaws of an overarching Executive and General Kale Kayihura needs to find a way of delivering that in order to keep his force serving within the boundaries of the articles of our Constitution.
