There is one change that must be included and will satisfy the purists in Constitutional Law- Amendment to the 2013 FairTax Resolution HR25 & SR13: When the Federal Tax revenue exceeds the spending, the Proportional Consumption Tax Rate is automatically decreased, while the raising of said tax must be made by the U.S. House of Representatives, accounting for a repatriating of Citizen Funds lacking, over a 40 year period.
