There were two items which came out in todays issue of the Philippine Daily Inquirer (links to the articles below) that justify the importance and urgency of amending the Tariff and Customs Code of the Philippines (TCCP). The proposed amendment was at the forefront of reforms that I had been pushing for while I was still in the BOC. Doing so will not only eliminate or reduce the opportunities for corruption in the system but will make the Philippines more competitive in the global trading arena. As it is, the current procedures and processes are vulnerable to abuse by corrupt Customs personnel and stakeholders (brokers and importers) alike. In addition, the outdated TCCP is not compliant to the International Convention on the simplification and harmonization of Customs procedures (Kyoto Convention) of which the Philippines is a signatory to. This makes us lag behind other countries with regard to our trade facilitation standing.
