There were two tracks going in to the Newton Falls Paper plant, one high and the other low. Dont know why, but maybe they needed some materials on one level and others on another? This is the high track. The low track is just *barely* visible in the center right of this photo. Both set of tracks are paved over by this road. The paper plant, had it succeeded, would eventually have needed rail access. The St. Lawrence County IDA got a grant to resuscitate this railroad with the idea that this site needs railroad service no matter what it is eventually used for, if only because its so far from anything. #hannaorecompany
