These things always seem to win because no one ever seems to read them. Only 16% of this bond is actually going to road improvements to increase roadway capacity, reduce congestion, improve safety, and improve transit access. Apparently, major congestion relieving projects such as the Route 7 widening and the Route 28/I-66 interchange projects are not funded. Thats pretty appalling if you ask me.
