They are being spiteful and trying to punish the city, by decreasing their revenue collection, because they dont want to be held accountable for their actions, even rhetorically. Dont take this as any kind of victory, or fear response. They are trying to strong-arm the city into supporting their actions whether they are right or wrong. I hope it backfires spectacularly, which it will if it goes on long enough. If nothing else, it will demonstrate how irrelevant they are to the average citizen.
