They certainly didnt make this determination based on how fiscally responsible the transit system was, or how it caused massive abuse of eminent domain powers, or the ridiculous amounts it paid its executives, or the fact that its fares are among the highest in the country, or the dismal state of its bus system. Why DID UTA get this honor? Oh, it was because they spent money like it was going out of style and built out several not-needed rail lines in a five year span. What an honor!
